One of the ongoing projects of the Department of Science and Technology (DOST) Leyte with the Eastern Visayas State University (EVSU) in Tacloban City is the Technology Business Incubator (TBI) for IT-BPM Start-ups. The said TBI is currently assisting four start-up companies called incubatees. These incubatees are now being tapped to create an IT solution to address the need for the farmers to be linked seamlessly with the market as part of the interventions under the Innovation, Science and Technology for Accelerating Regional Technology-Based Development (iSTART) Program in Leyte.

On 15 February 2021, iSTART Leyte implementers met the incubatees represented by Dr. Joemar Taganna of SciBiz Informatics and Paytaca, Mr. Ken Telmo and Olan Pacites of Telmo Solutions, and Engr. Zaira Marie Verunque of i-Board Marketplace and TRAECOM International.

The aim of the meeting was to discuss the possible design of an information system that will (2) help farmers know what kind of crops and the volume needed by the market at a particular time of the year, and (2) for the market to know what crops and its volume are available from the farmers currently and in the coming months.

All participants were asked his/her opinion on the possible design of the information system for the agriculture sector of Leyte. The body agreed that the system design will consider the following:
  1. The available communication infrastructure to farmers
  2. IT literacy levels of the farmers and the market to identify the technology to be used by the end-users
  3. Provides technical support on the production side such as soil taxonomy, proper crop management, vertical farming technology, etc., and
  4. Will eventually generate data and information critical to decision making process. 
All agreed that the InfoSys may start with basic functionalities but is scalable.

Finally, all the incubatees were considered part of the Development Team, with Engr. Zaira Marie Verunque as the Team Leader. It was also agreed that the initial InfoSys design will be presented during the meeting with Gov. Mic Petilla on 18 February 2021.
